This report illustrates the need for policy and practice changes in the field of neighbourhood management and outlines previous government initiatives attempting to focus attention at the neighbourhood level. It examines attempts to join-up services and to involve local residents in the process. The models observed include: Housing Plus; local management of schools; co-ordination around best value; area co-ordination initiatives by local authorities; social enterprise zones; neighbourhood forums; tenant management organizations; and community development trusts. The report is based on the work of the Social Exclusion Unit and pulls together key lessons from existing initiatives, whilst making recommendations on how neighbourhood management could be organized, financed and sustained.
