Lt Col Charles E. Miller was born at Lakehurst Naval Air Station, New Jersey. He attended college at West Virginia University, Morgantown, West Virginia, where he received his commission through AFROTC in 1970. He also attended graduate school at West Virginia University where he received his MA in rhetoric and public address in 1971. He came on active duty with the United States Air Force at Keesler Air Force Base, Mississippi, and then served as executive officer to the inspector general of the Aerospace Rescue and Recovery Service at Scott Air Force Base, Illinois. In 1973 he was assigned to Norton Air Force Base, California, where he was aide to the commander, 63d Military Airlift Wing, until 1975. He was next assigned as aide and executive officer to the commander, United States Air Forces Azores, Lajes Field, Azores. From 1976 until 1980, Colonel Miller was instructor, course director, assistant professor, and director of forensics in the Department of English at the United States Air Force Academy. In 1980 he was assigned to Headquarters Military Airlift Command, first as an action officer in the Policy and Doctrine Division, and then as chief of the Plans Integration Branch of the PPBS Division. In 1983 he was selected as the CINCMAC-sponsored visiting research fellow at the Airpower Research Institute, Maxwell Air Force Base, Alabama. He is currently assigned to the War and Mobilization Division, Headquarters United States Air Force, as an action officer. Colonel Miller, his wife Carolyn, and his daughters Kathleen and Amanda, currently live in Alexandria, Virginia.
