Sewell presents a manifesto for Canadian cities that makes the case for reexamining the funding sources available to cities, as well as federal/provincial jurisdiction on issues pertaining to cities. He convincingly argues that major Canadian cities have had more responsibilities loaded onto them by federal and provincial governments without new sources of revenue or the necessary authority to deal with the issues.
