Currently, the rules state that to meet the threshold, an answer must have "more than four times as many votes as the opposite, and is winning by 15 or more votes."
Is this really true, or am I misunderstanding the rule? Does "15 or more" actually mean that 16 votes is required to win, and not 15?
I have a few combination proposals stuck at 15-0-0 (yes-no-undecided), that are still listed under "Below decision threshold" (they have been there for well over a week).
To test the rule, I searched for and found an unvoted 15-0-0 proposal. I voted on it, making it 16-0-0, and it moved directly to the "Above decision threshold" category.

The threshold looks very low now, as in only five votes are required to win. What exactly are the current requirements, and when did it last change? I'm not seeing where it was announced.
