The reference here is coining the term "steampunk" to describe some early (1960s-1970s) SF stories that were set in an alternate Victorian time period with SF elements. Some more detail can be found in the Steampunk Wikipedia entry.

However, as noted in that link, Jeter is the first to coin the term and Blaylock an early practitioner of what he was referring to. So, it depends on what you want to count.

Of course, those early stories bear little in common with what is published as steampunk today.
