Lists in the Admin pages

Hi there helpful TinyCat folk.

I'd love it if every page with lists in TC admin (like Patrons, like Active Transactions) had the numbered and next or previous page links at both the top and bottom of every page.

Having to scroll either up or down to get to that bit is not only tedious, it takes precious time and can increase mousing strain.

Thanks for considering - and I hope this happens before I get full-blown carpel tunnel...
