Found: cross country book finding

ok so I have this really obscure memory about a fiction book that has to do with this book service where people can hide books for others to find and they have to use riddles to make it harder for people to find the books. also there's a subplot about ciphers and there's some Edgar Allen Poe poems mentioned throughout. yeah.
