Sci-fi Quadrilogy with Hollow Asteroid

I'm trying to find out the name of a science fiction series I read when I was younger. Unfortunately my childhood books were destroyed when my parents home had a roof leak.
All I can remember is:
- there were 4 books in the series
- the protagonist was a human given special powers by an advanced race or group
- this group had their base in a hollow asteroid/moon
- the third book revolved around a planet with incredibly fast and dangerous winds that went around the planet at regular intervals
- the climax of the third book involved a fight between the protagonist and antagonist on a super-skyscraper type building.
The books were a gift from my cousin in the UK but they could have been sent from the US/Canada when they were on holiday. Sadly I can't check with my cousin or his parents as they have all passed away.
The book was published in English and would be from some point in the 1990s at the latest.
