They are available every weekend from 9am to 6pm only at the BookThing of Baltimore, a free public service offering donated books, sorted into the appropriate topics on the shelves. There is no limit to how many you can take. They give away about seven thousand books each weekend, with at least 100,000 on the shelves at all times. Go to www.bookthing.org for more details. It is located in north-central Baltimore, about a mile east of Johns Hopkins University and only two turns from I-83 exit 7. They have been in existence for about ten years but do not advertise. Expect to take some time browsing.

If I lived in Baltimore, I would definitely go to see this place. I would bring in some books to donate that I have already read, and then take some new ones home. It is attractive because I tend to keep books for a long time from the library, and end up paying quite a lot of fines.
