The title of this work is a bit misleading as this work is focused on Paul's missionary work in Asia Minor (present day Turkey) & the impact of that work afterwards to the middle of the 2nd century. Dr. Ramsay unfolds the religious beliefs of the peoples of the time in Asia Minor & the ensuing work of conversion to early Christianity & the Roman response to the growing strength of the church in Asia Minor as related in Pliny the Younger's letters to Trajan & Trajan's response. Here Dr. Ramsay suggests that the Asia Minor experience may demonstrate that the imperial policy toward the Christians was already in place from Nero's time which he believed influenced Trajan's response to Pliny. So a good read, that is, to gain a better understanding to how imperial policy did not evolve but rather sustained by successive emperors towards Christians.
