Francis Fukuyama famously declared that history was at an end in his 1992 book "The End of History and the Last man". In this copy of his John Bonython Lecture, Fukuyama discusses the world AFTER 9/11 and the difference between European and American beliefs towards their place in the world and indeed history. For he argues Europeans believe they are living at the 'end of history' where power politics have become obsolete, and are seeking to create a rule-based, supranational order based on international law and norms. Americans, by contrast, think they are still 'living in history', and need to use traditional, power-political means to deal with threats from Iraq, al-Qaeda and other malign forces. The growing US/European divide is not, therefore, a transitory rift, for it reflects differing views of the locus of democratic legitimacy in an increasingly globalised world.
