He suggests bipartisan resistance is possible. Ralph Nader says progressive populism has made alliances with conservative populism projects. This work when progressives view the project as risky to progressive values and conservatives and disinterested businesses see that project as a waste of money. Business hates to see government spend on anything that does not generate revenue for that particular business but like to see public spending. Corporations don't like government to regulate product safety, workplace safety or worker compensation and don't like taxes. On the other hand corporatrions, see government as a source of revenue and profit. Corporations cultivate and groom politicians and public decision makers for both reasons.
