A historical account of strategic aerial bombardments up to the bombings in Japan that ended WWII. showing how doctrine implements an idea, and how the reality of practice and its outcome can form a feedback loop that alters doctrine. Example: the RAF tries daylight bombing, loses to many planes with little to show for it, then shifts over to night bombing and develops the technical tools to make that possible (Oboe radio beacon guidance, H2X radar, Lancaster heavy bomber).

By ending the story in 1945, Kennett reinforces his conclusion that strategic bombing did not turn out to be THE doctrine/practice that won WWII. Bombing played a role in destroying the enemy nation's capacity to manufacture and transport war materiel to the front. It could not break civilian morale.
