I live in an area with 7 inches of annual rainfall on average. While we have irrigation and water rights, sometimes water is rationed when the mountain snowfall doesn't provide enough to fill reservoirs. This book provides useful techniques for effectively using the water we have and making due with less.

I wouldn't recommend it for homeowner-type settings.
