YA book, Teen controls water mother knows how to use any weapon

The story is about a teenage male half white half Asian. Moves to a new school with his mother after a car crash later to be discovered was caused by a "demonic" creature. He is bullied at school by a student who calls him"Yolk/Egg" because of his racial background. The kid discovers he's a part of a race with abilities his being he can control water. Discovers his mom has the power to use any weapon. Turns out they're hunted by these "demonic" creatures because of their "lineage?". The boy ends up dragged into this new world despite his mothers secretive efforts. He fights them by controlling holy water. I think there may be "Watchers" of a sort who don't intervene just advises, although I'm not positive. Oh and there's this lady who doesn't live to far from him in a Victorian style house and she explains to him what they are. She is kinda sketchy if my memory serves me right.
