Lawfully, yes. But on a humane level, McLean knowing what this entails, I think his liberal attitude is probably understandable. Plus, involving immigration at this point would likely interfere with, or even hinder, his investigations. Probably best not to let Rachel and her family get lost in the system.

By all means. They may be nicer than I believe they are and let Tony watch her...he can also maybe protecther.

Yes, he needs all the help he can get. I feel Tony will use them without harming the girls's status, he empathized with their plight.
