The "extraterrestrial civilizations" are really just a framing device to allow Asimov to write about all the things he most likes to write about. As usual, he writes about these things very well.

Detailed Review:

Chapter 1: The Earth
Asimov sets the stage, discussing the principles of science, the meaning of "supernatural" and of "superhuman". Then he discusses intelligence in inanimate matter, plants, and animals. He points out that we can speculate all we want to about intelligences very unlike ours, but since we know nothing about these, we must go forward without considering these. Finally, he makes the building and maintenance of fire the distinguishing mark of intelligence. Conscientiously, he points out that this is unfair to dolphins, which for all we know, can imagine fire without having any ability to make or use fire, due to their aquatic environment and evolutionarily determined shape (no hands or arms), but again points out that for the purposes of discussion it doesn't matter. Then finally he gets to civilization, and points out that in SETI the only extraterrestrial civilization that we can reasonably have a practical interest in are those that are detectable; that send out energetic signals of some sort.

He quotes the dramatist, Congreve: "I could never look long upon a monkey, without very mortifying reflections."

Chapter 2: The Moon
The moon has helpful phases and is recognized to shine not by its own light. There is the man in the moon, who occupies the whole moon in mediaeval times. But also, there is the Greek astronomer who calculated the size and distance of the moon. Finally, there is the recognition that the moon has hills and valleys. And later, there is a general assumption that the moon is inhabited, otherwise it would be a waste of creation. Soon enough, though, the earth's atmosphere is understood. It becomes apparent that the moon does not appear to have any atmosphere and the kinetic theory of gasses justifies this missing atmosphere. Without an atmosphere, any water on the moon must have evaporated long ago, leaving the chances for interesting life very slim indeed. The astronauts who landed on the moon did not find any living things. Cross off the moon!

Chapter 3: The Inner Planets
Mercury is dismissed as too small and hot to hold any kind of atmosphere. Venus has plenty of toxic atmosphere. Mars is the most hopeful. This book was published in the 1970s, and the exploration of Mars has continued, but really not much has changed from the knowledge and speculations in this book. The question remains: why does the kinetic theory of gasses predict that the smaller molecules move faster (and thus hydrogen and helium escape more readily than oxygen and nitrogen)?

Chapter 4: The Outer Planets
Technological life on the outer planets is eliminated on the basis of their composition. This goes for their satellites as well, but with slightly different arguments.
