A bunch of psychologists and sociologists examine the potential problems of getting people to stay in fallout shelters for two weeks after an all-out nuclear war. There is a bunch of very interesting information here about getting people to live in small crowded spaces--much of it derived from experiences in the arctic and on submarines, which is applicable to space travel. Hovering underneath these studies is an awareness that most of the population doesn't think nuclear war is survivable so they're not very invested in the shelter program.
