C(onstantine). K(enneth). Smoley was born in Dwinsk, Russia, (currently Daugavpils, Latvia) in 1869, son of Ossip M. and Barbara E. (Radief) He received his civil engineering degree from Zurich's Federal Polytechnicum in 1893. His career included work as a draftsman and structural engineer in Cleveland, OH; LaSalle, IL; and St. Paul, MN. He served as Director of the School of Civil and Structural Engineering of International Correspondence Schools in Scranton, PA and was in charge of instruction as well as preparation of textbooks. He was the head of C. K. Smoley & Sons, Publishers.
He married first Pauline B. Sagorin of Zurich in 1894; after her death married Florence N. Wood of New York City in 1928
