Why would somebody from the Hope organisation be going to visit Lizzie?

Something fishy going on here!

There didn't seem to be a good reason for this except that Martin Benton had volunteered for them.

Shirley was a social worker so she was obviously acting in that capacity but Lizzie and her seemed to have other secrets.

Very fishy and especially this secret they alluded to. What are they up to! Could it be connected to the murders?

She was doing her job in preparing Lizzie for her release. But obviously there had been some confidences.

The Hope organization had no legitimate business with Lizzie. They are for those being released that have no family or community support. Lizzie has both.

That's true. Shirley was a social worker before working for The Hope organization but she was posing as one while people were in earshot but was really talking secrets with Lizzie.

I don't think her connection to Lizzie has to do with helping her adapt to life after prison.
