"Pest panels" - rectangular frames made of 1x2 furring strips (cheaper) or 1x2 lumber with 1-inch poultry wire (vinyl covered if available) stretched between. Can be used as ground guard, mulch maintainer, and/or seedling shelter. "Module fence": turn the pest panels sideways (perpendicular to the ground instead of parallel) and construct end panels to make an enclosed rectangle. Add a top for "maximum security"
