Wie dacht dat met de afspraken van het Congres van Wenen de oude machtsverhoudingen min of meer in oude luister waren hersteld, moet al snel tot de ontdekking zijn gekomen dat weliswaar Napoleon definitief was verslagen, maar dat zijn bestuurlijk gedachtegoed geenszins aan invloed was ingeboet. Overal waar Napoleon had geheerst, verving hij de ingesleten gewoonten en rechten door rationaliteit en uniformiteit. Denk aan de invoering van de Code Napoléon, deze bevatte de belangrijkste ideeën van de Franse `revolutie zoals de vrijheid van het individu en een gegarandeerd eigendomsrecht. Een veel belovend begin van de negentiende eeuw die zich gaandeweg ontwikkelde naar een maatschappijvorm met nieuwe verhoudingen en maatschappelijke patronen. Dit proces wordt door de schrijver op een indrukwekkend minutieuze wijze besproken en toont gelijktijdig aan dat ook traditionele machtsverhoudingen volledig opnieuw gedefinieerd werden. Qua stijl en aanpak doet het boek mij denken aan het werk van prof.Jan Romein. En nu die naam toch gevallen is: zijn essays over Europese geschiedenis als afwijking van het Algemeen Menselijk Patroon uit 1952 en 1955 zijn het meer dan waard om in combinatie met dit boek te lezen.
